FEMA-310 Introduction The American Society of Civil Engineers (ASCE) contracted with the Federal Emergency Management Agency (FEMA) to convert FEMA 178, NEHRP Handbook for the Seismic Evaluation of Existing Buildings into a prestandard. The development of the prestandard was the first step in turning FEMA 178 into an American National Standards Institute (ANSI) approved national consensus standard. The document was completed in January 1998 and is published as FEMA 310, Handbook for the Seismic Evaluation of Buildings--A Prestandard.
American Society of Civil Engineers (ASCE) has completed its effort to turn FEMA 310 into a national consensus-based standard. The document is now known as ASCE 31-02 and supercedes FEMA 310. Therefore, the document on this page is for information purposes only. For more information on obtaining a copy of ASCE 31-02, please contact ASCE at www.asce.org This report was prepared under a cooperative agreement between the Federal Emergency Management Agency and the American Society of Civil Engineers. Any opinions, findings, conclusions, or recommendations expressed in this publication do not necessarily reflect the views of FEMA or ASCE. Additionally, neither FEMA, ASCE, nor any of their employees make any warranty, expressed or implied, nor assumes any legal liability or responsibility for the accuracy, completeness, or usefulness of any information, product, or process included in this publication. Users of information from this publication assume all liability arising from such use. Due to electronic incompatibilities, the entire FEMA 310 electronic version is not available. Also, the format may not be exactly as shown in the published version. However, the content is the same as the published version. The following files are
downloadable files containing the original document FEMA 310, Handbook for
the Seismic Evaluation of Buildings. The files are available in portable
document format (PDF). Adobe Acrobat Reader, version 3.0 or later, is
required to view and print the PDF files. A link has been provided to download

Finite Element WinFElt - FElt is an open source system for finite element analysis. The current version of FElt knows how to solve linear static and dynamic structural and thermal analysis problems; it can also do modal and spectral analysis for dynamic problems. FElt's element library currently contains fourteen elements. Click here to download a copy of the WinFElt. An input file for the example problem 6.2 on page 291 of Logan's " A First Course in the Finite Element Method" is available: example_p291.flt. ZEUS-NL is the analysis and simulation platform of the MAE Center. It is a state-of-the-art 3D static and dynamic analysis platform specifically developed for earthquake engineering applications. Its extreme efficiency, accuracy, verification and user-friendly graphical user interface has made it easier than ever to undertake inelastic large displacement analysis of complex frames using the fiber approach, with a suite of material models and elements. ZEUS-NL is available free-of-charge. The MAE Center requires that publications including results from ZEUS-NL to include an acknowledgement of the MAE Center and the National Science Foundation (cooperative agreement ......). the free ZEUS NL license expires on 31 December of each year, and a new version can be downloaded on 1 January of the next year.
